
Italy Accelerates Rail Infrastructure Development with New Funding Package
In a bold move to bolster its national transportation network, Italy’s government has partnered with Rete Ferroviaria Italiana (RFI), the country’s primary railway infrastructure manager, to inject approximately €4 billion into rail modernization efforts. This significant financial commitment, formalized through the 2022-2026 Investment Program Agreement revision in 2025, aims to not only sustain ongoing projects but also accelerate upgrades essential for a resilient and efficient rail network by 2026.
Funding Breakdown and Strategic Allocation
The €4 billion funding package includes a planned distribution of €3.9 billion across existing and new projects, targeted specifically at continuing ongoing projects, modernizing infrastructure, and enhancing PNRR-related investments. Notably, €1.7 billion of this budget stems from previously allocated streams, such as targeted government programs, private investments, and regional operational funds. These resources primarily support projects under Flood Emergency Decree, A22 motorways, and regional projects in Sicily and Calabria.
Additional Budget Support from Italy’s 2025 Budget Law
Beyond the initial allocation, Italy’s 2025 Budget Law secures an extra €2.2 billion dedicated to rail infrastructure. These funds do not block project-specific allocations but are embedded into the broader investment programming to ensure uninterrupted progress of ongoing projects. This approach targets two primary needs: to cover existing project costs and to address cost overruns caused by inflation or unforeseen circumstances.
Focus on Existing Projects—No New Rail Lines Introduced
The 2025 update intentionally omits any mention of new railway lines or station construction, emphasizing project sustainability and deliverability. The main objectives revolve around ensuring current investments are completed on time, supporting cost control, and maintaining a steady momentum in Italy’s rail modernization efforts. This strategic shift reflects a preference for consolidating existing infrastructure rather than expanding rapidly.

As of May, RFI reports that Italy maintains approximately 1,300 active construction sites nationwide, with an 11.6 billion euro investment in 2025. These ongoing projects range from modernizing passenger lines to upgrading freight corridors, all crucial to boosting Italy’s rail capacity, safety, and efficiency.
